Water heaters aren't silent, but new noises are worth listening to. Here's a plumber's translation guide.
Sediment. Florida's mineral-heavy water settles on the bottom of the tank, and water trapped underneath boils and pops. A tank flush fixes it early; a heavily scaled tank overheats its bottom and fails sooner. Annual flushing is the best thing you can do for a tank heater here.
Water dripping onto the burner or an element. Could be condensation on a gas unit in humid weather, or a small tank leak — check the pan. Leaks mean replacement is coming.
Restricted flow — usually a partly closed inlet valve or a failing T&P (temperature and pressure) relief valve. The T&P valve is a safety device; if it's noisy or dripping, have it checked.
Pipes expanding and contracting. Harmless, though heat-trap nipples and strapping can quiet it.
A loose heating element vibrating. Tightening it a quarter turn usually stops it.
Under 8 years old with no leaks: repair and flush. Over 10 years, leaking or rusty water: replace. Many Florida homeowners use the opportunity to switch to a tankless water heater.
